Amongst other things, the business specific aim of the Act is to regulate the industry and areas around licensed premises in ways that will minimise harm, and the potential for harm to the health and safety of members of the public and the community from alcohol misuse and associated violence; and to facilitate the development of the industry.

Liquor
Liquor is a spiritus or fermented fluid or other substance in which the level of alcohol (ethanol) is more than 0.5% by volume at 20 degrees centigrade, and is intended for human consumption.
Liquor also includes other substances containing ethyl alcohol (ethanol) that is prescribed by regulation as liquor.
Rapid intoxication drink
A drink that includes liquor is a rapid intoxication drink if it is designed to be consumed rapidly and contains a high percentage of alcohol.
An investigator (usually an Environmental Health Officer) may take a sample from a thing at the place for analysis to determine if the sample is liquor.
Analysis of fluids may be required under the Medicines and Poisons Act 2019 (Qld). State Analysts should undertake this analysis and provide a statement of results.
